A permit is required to construct a fence over 6' high, decks, or other similar structures within the City of Vicksburg. Once a complete set of plans for the construction is approved by the City of Vicksburg Building and Inspection Department, a building permit for your fence or deck will be issued. The cost of the permit is based on the cost of construction or valuation of the project.

The City of Vicksburg and Warren County retain a variety of records on file, which are available to the public. It is important that you know what and where these records are kept in the event you need to access them. The Warren County Courthouse keeps the majority of government records, including: land records, deeds, legal descriptions of property, records of liens and civil and criminal judgements, marriage, divorce, legal and probate records, birth and death certificates and registered wills.

Interment (Burial) spaces or lots are available at the City of Vicksburg's Cedar Hill Cemetery through the purchase of Perpetual Easements for Interment.

The City no longer conveys Cemetery land; however, the City does honor all previous purchases.

The Easements, also known as Rights to Inter or Interment Rights, are purchased directly from Cedar Hill Cemetery. Funeral Homes may assist in the process.

Property which you have lost or which has been stolen from you can be viewed and retrieved from the Property Division of the City of Vicksburg Police Department. To view or retrieve your property, you must bring a picture ID, such as a valid driver's license, military ID, or passport, proof of ownership, and the case number related to your missing property. Proof of ownership could be a property serial number, a title or deed, or in some cases a warranty or receipt.

Registration for American Red Cross Learn to Swim Lessons at Vicksburg City Pool will be held Wednesday, May 15 – Friday, May 17 from 10 a.m. – 1 p.m. and Saturday, May 18 from 10 a.m. – 12 noon in front of the pool entrance. Classes will be taught in two-week sessions. Cost for each session, per student, is $15.

Vicksburg City Pool will open for for the Summer of 2019 on Memorial Day, Monday May 27 at 1 p.m.

Registration for Vicksburg City Pool’s American Red Cross Learn to Swim Program will be held on Wednesday May 17 – Friday, May 19 from 10 a.m. – 1 p.m. at the City Park Pavilion and on Saturday, May 20 from 10 a.m. – 12 noon at City Pool on Lee Street.

Cost for each two-week session is $15. This fee guarantees eight (8) lessons in case of rain outs.

The 45-minute classes are held daily, Monday – Friday.

Registration for the American Red Cross Learn to Swim Program will be held at City Park Pavilion, adjacent to City Pool, beginning Wednesday, May 15 through Friday, May 17 from 10 a.m. – 1 p.m. and Saturday, May 18 from 10 – 12 noon.

The Accounting and Payroll department's major tasks involve the maintenance of the City's accounting systems, including payroll, accounts payable, and accounts receivable. It is the departments responsibility to assist City personnel in the preparation of budgets and to monitor actual revenue and expenses in regard to those budgets. The department uses internal auditing and controls in monitoring all City assets. In August 2002, the City of Vicksburg established a twenty-four hour action line. Area citizens can call the "Center" to report problems, express concerns or simply get information. Never before have the citizens of Vicksburg had such access to their government. All calls are logged and tracked electronically. Each call is automatically forwarded to the proper department for action. The "Call Center" staff monitors the system for incidences that are not completed in a timely manner and makes inquiries as to the disposition of those incidents.

Alcorn State University will celebrate its SWAC Championship victory with a parade.

The champions parade will be on January 19, 2020, at 4:00 p.m., starting at the corner of Washington Street and Belmont Street in Vicksburg.

A presentation at the Washington Street Park in honor of the SWAC champions will follow the parade.

Arrangements for burial can be obtained directly from the City of Vicksburg City Clerk's Office or through area funeral directors working with the office. The cost for grave openings and closings varies according to the day of week and type of burial. Monday through Friday the cost of earth burial is $200.00 and vault burial is $250.00. For Saturday, Sunday and holidays the cost of earth burial is $350.00 and vault burial is $375.00.

Cedar Hill Cemetery is one of the oldest and largest cemeteries in the United States that is still in use today. It is also the final resting place for the Confederate Soldiers of the Civil War. A section in the Cedar Hill (Vicksburg City ) Cemetery was set aside to provide a fitting burial place for Confederate soldiers who died of sickness or wounds. Known as "Soldier's Rest," the plot in Cedar Hill Cemetery is the final resting place for an estimated 5,000 Confederate soldiers.

The City of Vicksburg operates one cemetery within the area. The Cemetery Department oversees the Cedar Hill Cemetery located at the intersection of Sky Farm Avenue and Lovers Lane. The cemetery is open to the public from 7:00 am until dusk every day of the week.

The City of Vicksburg requires that a Certificate of Occupancy (C.O.) is received for any building that is erected or modified and also for any change in use of an existing building or land before occupancy can occur. Before a final inspection can occur, which would result in a Certificate of Occupancy being issued, all appropriate fees should be paid. A final inspection would include an inspection from the following departments:

The Vicksburg swimming pool and sports complex was constructed to Olympic specifications to serve recreational, instructional & competitive events in water sports. Construction was completed in 1996. The complex consists of an Olympic size pool and a baby pool for the younger swimmers. It is paid for by taxpayers of Vicksburg. The facility is dedicated to those who enjoy the sport of swimming.

The City of Vicksburg Public Works Department maintains a database of all subdivision plats in the Vicksburg area and the Building & Inspection Department maintains a data base of all site plans for existing industrial, commercial, townhouse, and apartment developments built in the last three years. These listings detail information about the property owner,developer, the contractor, and the property itself. Site plans for single family detached homes are not kept on file with the department.

Throughout the year, building and construction projects both big and small are in progress in various locations within City of Vicksburg. These projects range from office building construction to roadway alterations and are performed by both private contractors and government departments. Although certain inconveniences to the general public are to be expected during any type of construction, there may be circumstances where the accumulation of construction dirt, waste and debris upon the public right-of-way can become a problem outside of the normally anticipated disruptions.

The City of Vicksburg does not provide Contractor Testing; however, if you are interested in obtaining a license to perform plumbing, electrical or mechanical work, the City will honor the exams offered through Southern Building Code Congress International (SBCCI) now known as International Code Council (ICC). If you hold a master license from another city or county in the State of Mississippi, you may transfer you license to the City of Vicksburg in accordance with State Statute 27-17-457.

In the initial interview, clients will have an individual intake session where they will turn in basic financial information and the housing counselor will create a file for each client. The housing counselor will review the client's sources of income and establish whether they are adequate to support home purchase and how much house payment the family can afford. If the income is inadequate, the counselor will work with the client to discuss options to increase their household income, cut expenses, or locate a more affordable property.

Anytime you observe suspicious or illegal event or suspect the occurrence of one while in the City of Vicksburg, you should report the incident to the City of Vicksburg Police Department. Always contact the police as soon as you discover a crime has been committed or is in the process of being committed. Never assume that another observer will make the call, or that there is time to talk the event over with friends and family. To insure the safety of Vicksburg’s citizens, especially minors, the City of Vicksburg Police Department enforces curfew regulations for children under the age of 18. These regulations make it unlawful for children to loiter, idle, or play unsupervised in parks, playgrounds, beaches, vacant lots, or other public places and buildings between the hours of 10:00 PM and 6:00 AM Sunday through Thursday, and 12:00 AM and 6:00 AM Friday and Saturday during the school year. While school is out, the curfew hours are 12:00 AM to 6:00 AM every night..

The Detective Division of the City of Vicksburg's Police Department consists of seven men and women who investigate crimes such as murders, thefts or kidnappings where investigation is required to identify suspects or gather information following an initial police report. Once a police report has been filed, a detective will take charge of collecting evidence, questioning witnesses and suspects, and performing other investigative tasks to solve the crime.

A major stumbling block for potential homeowners when trying to acquire a safe, decent, and affordable home is finding cash for down payment and closing cost. For that reason, the goal for our affordable housing project is to provide support to first time home buyers in the low, very low and moderate income brackets, that need down payment and closing cost assistance. Because of income levels, typically there are no extra funds available for down payment assistance, therefore grant funding is usually the only way these families would be able to attain their dream of homeownership. 

Municipal (City government) elections are generally held every 4 years in the City of Vicksburg. Primary elections are held on the first Tuesday in April of the election year. In the primaries, each political party votes on the candidate it will have on its ballot for the general election.

General elections are held on the first Tuesday after the first Monday in June of an election year.

Any building or inhabitable structure, non-residential or residential, that is erected or modified in the City of Vicksburg must meet the current edition of the Standard Fire Code and Life Safety Code. This code prescribes regulations for the identification and correction of fire safety measures including general and emergency exits, building evacuation routes, fire walls, fire protection equipment, and storage and handling of hazardous materials. These requirements must be met and approved by the City of Vicksburg Fire Department before a certificate of occupancy can be issued.

A permit is required to install or construct any kind of fireplace or stove within City of Vicksburg. Once a complete set of plans for the construction is approved by the City of Vicksburg Building and Inspection Department, a permit will be issued for the project. For masonry fireplaces and stoves, you must supply information as specified by the department.

The City of Vicksburg Cedar Hill Cemetery, located at the intersection of Sky Farm and Lovers Lane, welcomes visitors to place remembrances on grave sites using fresh or artificial arrangements. Placement of fresh flowers, artificial flowers or live plants within the cemetery grounds is permitted following these guidelines:

The City of Vicksburg purchase the original gas system in 1941. At the time, methane gas was generated and sold to customers. Today natural gas is sold according to market value for residential and industrial customers to use for heating, cooking and various manufacturing processes. Currently the system consists of 166 miles of main (lines) that supply gas to 9,513 service connections. Approximately 8,000 customers are served by the system.

We strive to provide a professional Building and Inspection Division that offers a comprehensive plan review procedure and inspection process for all new construction and a thorough residential and non-residential inspection process for all existing buildings in an effort to improve the quality and livability of the built environment.

Home-buyer(s) assisted with the City of Vicksburg's program funds are required to attend a homebuyer education class which consists of approximately 8 hours of homeownership education counseling. Through this course, participants will have the advantage of buying a home with the confidence that comes with education and knowledge of current housing options. An added bonus is that lenders statewide will recognize the certificate you'll receive after attending the Homebuyer Education Program.

The City of Vicksburg Housing department provides home repair assistance for the elderly who are on fixed incomes via grants and with the assistance of volunteer organizations. The grants are limited and are only available twice a year. Available grants are provided by the Federal Home Loan Bank of Dallas. The homes have to be owned by the resident and the repairs are assessed by the Inspection Department.

Homestead Exemption is a privilege of tax exemption offered to eligible taxpayers by the State of Mississippi on the Ad Valorem property taxes. An application must be filed with the county in which the resident has primary residence to determine if they qualify for this exemption. There are two types of exemption, REGULAR and ADDITIONAL.

Any construction or demolition in City of Vicksburg that involves the use or occupation of any right-of-way to transport a house or other structure from one place to another requires a house moving permit issued by the City of Vicksburg Building & Inspection Department prior to beginning work. House moving permits cost a base amount of $100.00 plus additional fees depending on the type and amount of work. Other costs and permits may be necessary if the City of Vicksburg employees or equipment are necessary to direct and detour traffic around your project.

The City of Vicksburg Community Development Housing Department has dedicated itself to meeting the housing needs of very low and low income families including those with special needs since 1994. The Housing Department has developed means of informing and educating our potential homebuyers to help make the American Dream a reality through homebuyer education workshops, credit counseling, and our homebuyer counseling program.

The City of Vicksburg employs over 500 people in a number of interesting jobs. The Information Technologies Department of the City of Vicksburg supports computer hardware and software, web development, email, television (VTV), VOIP telephones, networking and radio communications systems for all City departments. There are currently about 300 users utilizing a variety of software suites. Our servers consist of LINUX, NOVELL and Windows Server machines. We use a combination of wireless, fiber and copper to interconnect the various departments throughout the City.

The Vicksburg Police Department is committed to providing the highest quality of service to the community and to continued progressive policing in partnership with our community.

The Internal Affairs Division is dedicated to conducting thorough, fair, unbiased, and expedient investigations into allegations of misconduct on the part of officers and civilian employees of the Vicksburg Police Department. Citizens and employees can feel confident that matters of concern will be addressed in the appropriate manner.

The landscape department is divided into two sections, a design branch and a maintenance branch. The buildings, many street medians, trees on City streets, playgrounds, and pubic open spaces are maintained by the landscape department.

The Legal Department serves as in-house counsel for The Mayor and Aldermen of the City of Vicksburg, advising the Board in legal matters pertaining to the City, including, but not limited to, contracts, litigation, real estate matters, public records, and personnel issues. Additionally, the Legal Department prosecutes all traffic and criminal misdemeanors in the City of Vicksburg Municipal Court as well as criminal appeals to the County Court of Warren County.

Businesses seeking to distribute liquor in the City of Vicksburg must obtain a State of Mississippi Liquor license based upon demonstration that the surrounding neighborhood needs and desires issuance of the license.

The City of Vicksburg periodically holds auctions of surplus city equipment, city vehicles, unclaimed police property, and publicly owned property. These auctions are open to the public and are announced in local newspapers and on public access cable channel 23 at least one week before they occur . The City of Vicksburg provides many services for residents and businesses within the city's corporate limits. Among the many services the City provides is sole maintenance of all public roads within its corporate limits as well as sole operations and maintenance of the City's utilites of Water, Gas and Sewer systems. The City levies Ad Valorem taxes and contracts with the Warren County Government to collect these taxes so as to provide these services to its residents and businesses and to give them one location to pay.

Long Lake Road at Haining Road is closed indefinitely due to construction of the new levee. Information on reopening will be issued as it is available.

In addition to the service of opening and closing of graves, the City of Vicksburg's Cemetery department is responsible for routine maintenance and care and the overseeing of the grass cutting contract on the Cedar Hill Cemetery grounds.

Routine maintenance and care includes the filling of dirt in sunken sites, dirt moving for shifting land, expansion of cemetery and the opening and closing of gates. The department is not responsible for maintenance of markers, headstones, floral arrangements or other remembrances.

Erection of manufactured homes requires a permit that can be obtained from the City of Vicksburg Building and Inspection Department. The following conditions must normally be met to obtain a manufactured home permit:

The proposed site must be zoned as a Manufactured Home District.

Minimum lot size and other zoning requirements must be followed.

A complete set of plans must be approved by the Zoning Administrator and Building & Inspection Department.

The applicant must present receipt of payment of City of Vicksburg Water and Sewer Tap fees.

The Cemetery Manager will approve the date and time of gatherings for memorial services, dedication of monuments and such to make sure it will not interfere with a scheduled funeral.

If a gathering has more than five vehicles, the Cemetery Manager may consult with the Police Department for issues of traffic control and safety. If special provisions are required, the group is responsible for the planning, preparation, and financial burden to provide for these provisions.

The City of Vicksburg's Mosquito Control Department is dedicated to controlling the population of mosquitoes within the city limits. The safety of the public is our main priority. Surveillance, adulticide, and larvicide are the strategies for controlling the population of mosquitoes.

The Traffic Division of the City of Vicksburg Police Department issues tickets for moving violations within the city of Vicksburg. Citations will be marked with the type of violation, and most are payable without a court appearance. When this is the case, the citation is marked with the amount of the fine and you may choose to pay the fine prior to your hearing date. Note that payment of the fine is an admittance of guilt in the offense and cannot be appealed.

The Public Works Department is made up of the following divisions:

We provide materials and services that are required by the City, beginning with the determination of requirements and usually ending with the disposal of the materials acquired. Purchasing manages the business relationship between the end user, City employees, and the supplier of goods and services.

• Purchases which do not involve an expenditure of more than five thousand dollars ($5000.00), exclusive of freight or shipping charges, may be made without advertising or otherwise requesting competitive bids.
• Purchases over five thousand dollars ($5000.00) but not over seventy-five thousand dollars ($75,000.00) require at least two written and competitive quotes.
• Purchases over seventy-five thousand dollars ($75,000.00) require advertising for sealed bids.

The Parks and Recreation Department is charged with providing quality recreational facilities to the citizens of Vicksburg. We currently have 13 full-time employees seven of which are maintenance workers and over 100 part-time. We maintain 25 playgrounds, 8 baseball fields, 3 youth softball fields, 3 adult softball fields, 1 olympic pool and 10 tennis courts. 

Some of our activities include baseball (spring and fall), softball, basketball, arts programs, volleyball, swimming, flag football, lifeguard certification, umpire clinics and playground activities.

You can register to vote by picking up a registration form at the City of Vicksburg City Clerk's Office, located at 1401 Walnut Street or the Warren County Circuit Clerk's Office located at 1009 Cherry Street, between 8:00 a.m. and 5:00 p.m. Monday through Friday. You also may register to vote when applying for or renewing your driver's license, or when applying for services at numerous state and federal government agencies.

Any citizen in the City of Vicksburg may run for any public office; however, only residents who live within the corporate limits of the City of Vicksburg may run for public office in municipal elections if they meet the following general requirements:

a citizen of the United States,

a legal resident of City of Vicksburg for at least 2 years preceding election date,

at least 18 years old on or before the election date,

not under a court order declaring you mentally incompetent, and

not serving a court sentence for a felony or election law violation.

According to state regulation, all passengers traveling in the front seat of a motorized vehicle are required to use adult safety lap belts or a combination of approved lap belts and shoulder straps. This law does not apply to citizens who have received medical authorization prohibiting seat belt use, law enforcement officers transporting persons in custody, United States Postal Service workers operating a postal vehicle, licensed taxi drivers, or newspaper route carriers and haulers.

The Senior Center is owned and operated by the City of Vicksburg. The center is a place where all seniors come together in a safe and friendly environment to participate in activities and enjoy good fellowship. Our activities include computer use, crafts, art classes, sewing, cooking demonstrations, social and line dancing, games, bridge, dominoes, canasta, bingo, daytrips, and Dulcimer. And as always everything is free of charge.

Who said aging has to be boring? We encourage anyone age 50 and older to come to the Center.

The City of Vicksburg Public Works Department maintains a database of all subdivision plats in the Vicksburg area and the Building & Inspection Department maintains a data base of all site plans for existing industrial, commercial, townhouse, and apartment developments built in the last three years. These listings detail information about the property owner,developer, the contractor, and the property itself. Site plans for single family detached homes are not kept on file with the department.

A building permit is required for any storage building over 120 square feet. A building plan and site plan showing lot size, property lines, and the location of all existing and proposed buildings must be approved by the City of Vicksburg Building & Inspection Department and the Zoning Administrator before a building permit will be issued. No storage sheds are allowed in a front setback. Sheds with less than 120 square feet do not require a building permit but still requires approval from the Zoning Administrator. The City of Vicksburg provides a Summer Youth Employment Program for approximately eight weeks during summer vacation for interested students. The City offers a variety of jobs both indoors and outdoors. Placement depends on experience or training.

The City of Vicksburg Parks and Recreation Department maintains 10 tennis courts at Halls Ferry Park. These courts are lighted and open for free public use from 8:00 A.M. to 8:00 P.M. everyday. Participants provide their own racquets and balls; additional rules are posted by the courts.

The Vicksburg Water Treatment Plant takes pride in providing a safe water supply for its customers. Should there ever be a question as to the safety of this supply, the City of Vicksburg issues boil water alerts. The Bureau of Public Water Supply, in recognition of Vicksburg's longstanding record of compliance, defers this responsibility to local officials.

So, you might ask, what would necessitate the issuance of a boil water alert? Alerts are issued when the following occurs:

No matter how safely you drive, chances are someday you will be involved in an accident. Regardless of who is at fault, it is important that you know what to do. If you are involved in an accident, there are several things you are legally required to do.

First, you must stop at the scene of the accident or as close to the scene as possible. Do not move vehicles from the accident scene, even if they may be a traffic hazard, unless directed to by a police officer.

According to the City of Vicksburg ordinance, a business license may not be transferred from one owner to another. New owners of a business must apply for their own business license. License fees also will not transfer; therefore, previous owners cannot be reimbursed for fees and new owners must pay for new fees.

No new fencing, enclosures, railings or copings are allowed in the City Cemetery. The City encourages maintenance of existing fencing and enclosures. The City is not responsible for any damage by others to existing fences or enclosures.

It is the responsibility of the individual or monument company to obtain permission from the Cemetery Manager before a monument, headstone or corner marker is placed on a lot.

No survey markers of any kind will be removed.

The Vicksburg Police Department has a wide variety of skilled positions that provide for the City of Vicksburg's public safety. If you are interested in becoming a City of Vicksburg police officer, you must meet the following minimum qualifications: be at least 21 years old, have high school diploma or GED, be eligible for a state driver's license and have a good driving record. There is no minimum or maximum requirement for height and weight. You must be in good health, be of good character and reputation, and must never have been convicted of a felony or serious misdemeanor.

The City of Vicksburg Police Department provides victim services designed to protect victims of crime or abuse who have just cause to feel threatened or in danger in their homes. These services are available from the time that the crime has been committed through the court proceedings regarding the case. Dedicated staff are on call 24 hours a day, seven days a week, to respond immediately to the scene of a crime, accident, or victim's homes as necessary. These services are available for anyone who has been the victim of a crime particularly domestic violence.

It involves taking time out and doing something in the hope it will help make a difference, however small in someone else’s life. It brings an enormous sense of satisfaction, achievement AND an awareness that you don’t need to be someone in power to make a difference. 

All municipal elections in the City of Vicksburg (Mayor and Aldermen only) are run by the City of Vicksburg Election Commission and the City Clerk's Office. The Election Commission is an elected body that is not affiliated with the local, state, or federal government. The Election Commission and the City Clerk's Office are responsible for registering voters, assisting absentee voters, and establishing polling places throughout the City of Vicksburg. They are also in charge of maintaining the registration rolls and hiring poll managers to work on election days.

Even if you cannot make it to the polls on election day, you may still be able to vote using an absentee ballot. Absentee voting is allowed for persons who are unable to go to the polls because of illness, physical disability, business or vacation plans, jury duty, military or school obligations, or jail confinement. You may also vote absentee if you are caring for a sick or physically disabled person.

Qualifications to apply for a firefighting position with the Vicksburg Fire Department include:

Alderman TJ Mayfield proudly serves as the representative for Ward 1, which encompasses the northern district of Vicksburg, Mississippi. He was elected to the position on May 30, 2024, to complete the unexpired term of his late father, Alderman Michael Mayfield, Sr., and was officially sworn into office on June 19, 2024.

There are two kinds of warrants, criminal arrest warrants and search warrants, that can be issued by either the City of Vicksburg Police Department or the Municipal Court Judge. Criminal arrest warrants can be issued when there is reasonable cause to suspect an individual of a misdemeanor or felony crime. Arrests result in imprisonment until a bond is set by the magistrate and paid. Search warrants can also be issued by the police, magistrate, or courts. Search warrants permit government officials to search and seize personal property specified in the search warrant.

The Water and Gas Administration Office is a public utility company that delivers and sells natural gas, water, sewer and garbage services to residential and business customers. We provide support for more than 10,000 utility accounts and offer a full service collection office. Our drive-thru window and office hours are from 8:00 am to 4:30 pm for your convenience.

Inside City Limits

Never pour grease down a sink or drain. Kitchen grease should be placed in a small can and disposed of with household garbage. Never open or allow children to open a manhole cover. Toxic gases may collect in the system that could cause sickness or even death. Open manholes pose a real hazard to the public, particularly children at play. If you see a manhole cover off, contact the sewer department so that they can safely return them to their proper place. Covers are heavy and the crews have special hooks to replace them without causing injury to anyone.

The proper conveyance and treatment of sewer is vital for the protection of public health. The addition of sewer service at a home or business also increases the property values. Many industries could not operate in our city without the conveyance of their pretreated liquid wastes and the eventual treatment and final disposal into the Mississippi River. The sewer department serves 9,350 customers through 300 miles of line. All this is accomplished by a dedicated staff of 19 men. Several of these men are available 24/7 to address the needs of the customers.

The Haven House Family Shelter operates a women's safe house designed to help women who need temporary housing because of an unsafe home situation, the threat of domestic violence, or protection as a victim of domestic violence. The safe house is run by staff and volunteers trained to help women heal the psychological and physical scars of abuse or violence. Medical and counseling services are available, and police officers provide protection at the facility.
