Accounting and Finance

Accounting and Payroll's major tasks involve the maintenance of the City's accounting systems, including payroll, accounts payable, and accounts receivable.  It is the department's responsibility to assist City personnel in the preparation of budgets and to monitor actual revenue and expenses in regard to those budgets. The department uses internal auditing and controls in monitoring all City assets. Questions about payroll, payments, and invoices may be directed to the Accounting Department at (601)631-3725.
The City of Vicksburg seeks to create a safe, vibrant, and productive environment in which to live and work by maintaining a form of government that meets its citizens' needs with the highest quality of service. The Mayor is the Chief Financial Officer of the City of Vicksburg.

In order to provide the highest quality services exceptionally yet economically, the Mayor with the Board of Aldermen plan with the City Accountant through the requests of the department heads to develop and maintain a budget that all City of Vicksburg officials must follow.

Public hearings and debates are held to seek the opinions of citizens and businesses in preparing the budget.

The City is required to be audited anually by independent Certified Public Accountants (CPA).

The City of Vicksburg welcomes your participation in the annual budget process. The process is structured to allow and encourage citizens and businesses to voice their opinions about how best to change taxpayer demands and resources into government services and expenditures. The City of Vicksburg's fiscal year begins on October 1 and ends on September 30 of each year. In late June, officials begin to plan for the coming year by developing goals, objectives, and strategies to meet the needs of the citizens and businesses of the City of Vicksburg.

Based on these objectives, the City Accountant compiles revenue estimates and request operational plans from each government department. From this information the City Accountant proposes a preliminary budget. This budget is reviewed and debated by the Mayor and Aldermen and other officials. A Public hearing is held to gather more information and debate particular budget points. Work sessions are held to find solutions to budgetary problems and concerns.

By September, the tax rates for the upcoming fiscal year are set by the Mayor and Aldermen. The Strategic Planner prepares a final budget and presents it to the Mayor and Aldermen which is then adopted sometime before September 15.

All budget hearings and Board meetings and sessions are open to the public and are broadcast on cable channel 23.
